Editor's Note: New Yor State lawmakers are looking into implementing a property tax cap, which would limit how much school districts could raise taxes each year. If tax increases were capped at two percent, for example, a district would not be permitted to exceed that number unless it had the support of 60 percent of the total people voting on that particular budget.
