Letter to Skelos: Sex Offenders Living Near West Hempstead School

A mother of two expresses her concerns about registered sex offenders residing steps away from George Washington Elementary School at the Capri Motor Inn.

Dear Senator Skelos,

I've been bothered by something for a while now and I'm not sure how to proceed. I met you at an open forum you held at West Hempstead Library last year. I asked you about two convicted sex offenders who live on the same block as (only 478 feet away from the school and another 733 feet!) in West Hempstead. Your assistant, Ms. Sandra Smith, investigated and kindly got back to me saying that unfortunately, the offenders listed on the family watchdog Web site, were "grandfathered in." That information did not sit well with me, as the street they live on faces the playground of the elementary school.  But I didn't pursue it further as it seemed a dead end.

Since my daughter now attends George Washington Elementary as a first grader, I've received numerous mailings (just this past school year alone) about sex offenders moving into the .  With each one, I get more and more uneasy.  As an example, one notification listed a new tenant at the Capri.  His violation was "rape 1st: intercourse with person less than 11 years old."

Then, tonight I received yet another email notification about this same topic from New York State, detailing yet another new resident at the Capri with the same type of convictions.  This is a huge problem for West Hempstead residents, and especially for the children who attend school only 0.34 miles away! It is a problem that is spiraling out of control and we need your help.

Please Senator Skelos, can you please look into the Capri Motor Inn? From my notifications sent from the school district, there are numerous sex offenders now residing at this motel.  So not only do the residents and students of GW Elementary have to deal with TWO convicted sex offenders living on the same block as the school, we now have to deal with the Capri being a revolving door of criminality of the most debase kind!
Thank you for your time and I eagerly await to hear your response.

Yours truly,

Mrs. Andrea Shinsato

West Hempstead Resident

The letter that is sent home from the school district to parents tells us explicitly what crime was committed - including the age and sex of the victim. It is scary to have ONE of these offenders in our neighborhood but to have a group of them located so close to a school is ridiculous. I would also like to point out that the Capri is located by our major supermarket, a bank, a women's gym, a 7-11 and a self-serve gas station so even if the offender has not victimized children the rest of our town is also at risk. Andrea, keep looking out for all of our children, most of us appreciate it!!

wow just glad myself and Andrea were not the only people to have a real problem with the proximity of these predators with woman and children, i stand by my earlier statements, there are a few with regards should be shot and so on that i do have to sort of call close to the mark, yes i would like to see drastic measures taken but i think the death penalty however its done is not the right way, remember these people are sick, sick in the head, sick in the spirit, sick in the body, so what do we do with them as there is a lot of these filthy people out there, well as i said before i have been dealing with these people for decades and excuse me if i came across all personal before but I am a survivor of these sick people and have since become an investigator so hey, personally if it was my choice, put them in a container, starve them for several days so the skin is loose and peel them, but i look to the majority, it isnt my choice, i will always go with the general population choice.
michael parker July 13, 2012 at 09:07 PM
simple, do not put temptation in there way and there fore you have prevented, not cured and sometimes thats just the way, because if there is no cure then provention is the only way
michael parker July 13, 2012 at 09:09 PM
how long before one of them gets a part time job as a handy man to the school, mmmmmmm just a thought
michael parker July 13, 2012 at 09:18 PM
My sincerest apologies Duckydale for the liberal stuff LOL, you must be a liberal with a dray and a closet and a kitchen cupboard and a cellar and a loft and a car port with a gun lol, I like that, geeees to live in the US, i love the whole idea of the right to bear arms.......................either the US or switzerland that will do.....................I live in the UK and here liberals would be spouting the whole save the man bullshit regardless of what they had done and also the whole they can get better crap, sorry but for me i sort of say, hey once bitten twice shy, you dont get another chance if you want to fiddle with a child
michael parker July 13, 2012 at 09:33 PM
'"enact 'unconstitutional laws.'" whooooooooa just one second, lets have a look at that phrase for just a millisecond, last word LAW................................LAW BROKEN, CONSTITUTION BROKEN, TRUST BROKEN...............enact, mmmmm i dont think so, if it is the law that clearly has been broken and I think most would agree, errrrrrrrr messing with a child is right up there with Murder 1 and shooting the president.......cough errrr ok maybe not the last but damn, sorry, the law doesnt come into it, only the mind of the child and the childs parents and community, fk it, enough of all this cowardice, because if a man.............and lets not forget that women are child molesters as well............hurt my child then i do suppose there is only one question, that is.............do i call the law before, during.......or bloody well after i decided to take that persons life, the child is an extension of my love, my body, my soul, my life...........................violate my child..................DEAL WITH ME, MY WIFE, MY FAMILY, MY COMMUNITY, then maybe, i may decide to call the police, out of courtesy of course, you know blood may need to be cleaned, wouldn't want some poor animal or child being infected with something, you know.sort of duty bound................................ in fact sod that, in the great British Quote of Bricktop............."FEED HIM TO THE PIGS ERROL"
Alex Smith July 13, 2012 at 11:15 PM
lol fine Andrea, I'll probably be in electronics. Anyways, I see your perspective and I understand that a mother protecting her young is not something to be trifled with. But my point is not to defend these men and their evil doings because ultimately my point is to protect children and anyone vulnerable including registered ex-sex offender's families. Simply put, this registration system of naming and shaming ex- offenders is not working and furthermore it is compounding the problem of sexual based crimes in this country. A lot of it really is based on fear and misinformation and revenge.
Alex Smith July 13, 2012 at 11:17 PM
Duckydal says, "Just because most sex crimes are committed by acquaintances doesn't negate the fact that a stranger could also commit them." I understand what you are saying but listen to me; you have not been paying attention! 99% of these laws only deal with registered sex offenders as a means of dealing with sex crimes and protecting children. You may not believe this but sex crimes committed in this country by registered sex offenders in not a phenomenon, sex crimes committed by men free and clear of these duties is. Everything is all reactionary, but proactive laws, not so much. And this now affects children who are in harm’s way of men/women whom these laws mean nothing to and in fact create a place for them to commit these dastardly deeds in a more secret domain, undetected for years (Sandusky).
Alex Smith July 13, 2012 at 11:17 PM
If you want to initially lock these men up for life who commit these heinous acts fine, I am completely cool with that. But you cannot keep adding more and more laws just because you now realize that these guys are a$$holes and expect them to now abide by these laws even though they have committed their crimes and served out their sentences several years ago. No matter how well intentioned these laws are, they are still in direct violation of our Constitutional Rights that are to be applied to ALL AMERICANS. Our laws are not proactive they’re ex-post facto violations. And violating a sacred Right is not good for any country.

Thank you Andrea for wrting that letter. Too bad some of the comments here are about so called statistics regarding sex offenders that are completely false. Numbers that are created to make people feel they are safe. Let me ask Shana where her statistics come from? Let me guess, some newspaper or talk show? She wants to believe that children at the school are safe because the sex offender does not know them personally. Ok, maybe she should go to the capri and create a little statistical experiment and ask the leveled sex offender if he prefers people he knows or the little girl he does not playing on her lawn to attack. Oh but wait, she can also be the director of rehabilitation since she also feels these people can turn their lives around. Where are the statistics saying the level 3 sex offender is now a fortune 500 CEO? Or better yet any statistics of sex offenders becoming productive members of society? There are none. Shana- bring these people to your home and bring Alex with you. He can be your second in charge of explaining their constitutional rights to them. The both of you can open a little sanctuary for the pervs just don't let them get to know you- those statistics say it's almost always someone you know. Don't worry NYS will fund the entie thing. Just like NYS funds the capri. Too bad the both of you could care less of the victims and the possible victims and the destruction sex offenders create in peoples lives. Thanks again Andrea.
Suzie Q July 14, 2012 at 12:23 PM
Don't mind Shana...she lives with a convicted sex offender and jumps all over these stories.
Vita Zorbo July 14, 2012 at 12:53 PM
My business is very close to The Capri and I have witnessed many incidents....drug deals, drug busts, beatings and prostitution. Matter of fact, lately there is an increase of prostitutes walking in front of my business to go to 7-11 and McDonald's dressed in fishnets and skimpy outfits. I do not need to see this and I constantly worry for my customers' safety. The Capri will continue to drive businesses out of West Hempstead. There are several vacant storefronts surrounding the hotel and if the hotel wasn't there I am sure that those storefronts could be rented. West Hempstead doesn't have any nice restaurants....why not put an Applebee's or other chain restaurant that the community can enjoy. I work hard everyday, I serve the community I work in, I pay high taxes and then I am subjected to see a parade of prostitutes? Senator Skelos, please look into this a little closer.
tim pendergast July 14, 2012 at 12:56 PM
whos making a public fool out of them self? you are defending people who hurt children and women. they are pathetic and weak and should be in jail for life if not executed. how you can defend some one that preys on innocent children, whether they know them or not, is truly unbelievable. how can you defend these people? do you have children? it is our job as a society to protect people that can not protect themselves and to allow the perverts to live any where near children is plain stupid. its like putting a drug rehab center right next door to a crack house! the management of the hotel in not worried about the rehabilitation of these people hes worried about making a buck at the expense of our children. shut it down! its a haven for drug addicts, prostitutes and child rapists!
NATELEGE PENDERGAST July 14, 2012 at 12:57 PM
First I want to say thank you to Andrea for voicing the community's concerns. That being said I must say that I am deeply concerned that people would put the cares of sexual offenders before vulnerable innocent children. I am appalled to read such junk. If people took the time and energy they used to defend these "monsters" into finding a safer solution for our kids we would all be better off.
michael parker July 14, 2012 at 01:06 PM
@suzi q, well that makes sense now with regards to shana, i was trying to think why someone would go on so much as to almost praise sex offenders
Alex Smith July 14, 2012 at 04:57 PM
Shana has hid nothing. She has voiced her concerns without the anonymity of the internet. She is bravely standing up in a dark world for what she believes. And now you want to attempt to embarrass by calling her out... Suzie Q, your pathetic being could match one hair on her head. Shana doesn't live in 'fear' like the rest of you drones.
Alex Smith July 14, 2012 at 05:08 PM
GL says: " Let me ask Shana where her statistics come from? Let me guess, some newspaper or talk show?" Gl, are you really so far out of the loop of information regarding this topic that you would even suggest that she might be getting her stats from some bs newspaper or TS? Please, stop talking. "ask the leveled sex offender if he prefers people he knows or the little girl he does not playing on her lawn to attack." I don't know the answer to that. Why don't you tell me which one you prefer to take since you seem to have a pretty good idea already. Hmm. "Or better yet any statistics of sex offenders becoming productive members of society? There are none" No shite Sherlock! That's kind of the whole point. They're not allowed to move on from their past mistakes and bad decisions like every other criminal is afforded the opportunity.
Valerie Parkhurst July 14, 2012 at 06:25 PM
So Alex is you or some member of your family that "made the list"? Your pathetic post scream RSOL
Alex Smith July 14, 2012 at 11:47 PM
"Oh, rubbish! You have no power here! Begone, before somebody drops a house on you too!"
Valerie Parkhurst July 15, 2012 at 12:01 AM
Alex I heard they violated you again??? I believe convicted sex offenders arent welcome on many social media sites, For those uninformed? Alex is an RSOL member, in fact this forum will draw many of them. They are called minutemen, they bombard forums with anything "sex offender" in it and attempt to change the tide of opinion to the regular poster, they banter with the unsuspecting They hate me, due to the fact I know "who they are and what heinous crimes they carry under their belts", then I end up being the bad guy and round and round we go..there ya go "Alex" saved ya a bunch of time tonight..
Valerie Parkhurst July 15, 2012 at 12:07 AM
Oh before I forget ALEX SMITH loves to blame the parents for the child's abuse, never the offender, ALEX believes we are all bad parents and purposely hold our children out to feed from, so "Alex figures it couldnt be the offender's fault" they only tapped into what was there for the taking , I condensed it, but thats ALEX SMITHS mantra-there saved ya some more time ALEX...you update those driving logs? Your PO could be knocking on the door tonight.
Alex Smith July 15, 2012 at 01:06 AM
You are def one crazy person
ellen July 15, 2012 at 02:27 PM
You are 100% correct in your views. This town has deteriorated in the last 5 years. You will never attack newcomers if you leave things as it is. West Hempstead is a forgotten town. Have you seen the crime ib this town escalating? We need more concerned citizens like Andrea! Thank you for getting involved!
ellen July 15, 2012 at 02:33 PM
You should address your concerns with the police and call them when you see something like this. Maybe they should put a patrol car in the vicinity.crack need to crack down on this, and we closed one motel we should close another!
Valerie Parkhurst July 16, 2012 at 12:15 AM
Shana you still trying to ply that crap off on the unsuspecting public? The only person Shana, who continues to make a fool of themself is YOU. Constantly attempting to take the heat off that designated "sexually violent offender" (victim being only 6 years old) you sleep with and steer it towards feeble uncle Joe. The only "research" you love to pass off is made up by RSOL. Shana is President of RSOL in her state and her members consist of anything that slithers or slides from the insides of prisons or the guy who tore the insides out a 4 year old. "all should be left alone" in Shana's RSOL world. I keep telling you Shana, as parents, taxpayers and society in general we already know we have to watch our children from bad guys, thank God we have the "registry" as a Head's Up with it..
Christine Fennes July 16, 2012 at 01:56 PM
Unfortunately Section 8 sees fit to house many families with children in the same hotel. Think about the knots in these mothers' stomachs. That alone should stop the county from placing sex offenders at the Capri. And before you go off on me, I know that there are "some" on the list that are not the boogey man (ie: the 18 yr old boy who was dating a 16 yr old) so I don't panic everytime a listing goes out, I'm just "aware" and it reminds me to mention again to my children to listen and trust their instincts . These scary times have always been here, it's just that technology makes sure we're seeing them 24/7. Again, until personal responsibility and "losing excuses" is taught, nothing will change. What a dialogue you've started, Andrea:)
Christine Fennes July 16, 2012 at 02:06 PM
Have to mention that there is no way one of these people (women are on the list too) would ever get a job in a West Hempstead Public School. I do have faith in the district, having been through the process myself. But your point is clear, any organization dealing with children should do what they can to check on people, and remain aware of what is going on in their program. Unfortunately background checks aren't the only answer-----you actually have to do something the first time to get on that list. The sex offenders we're talking about are already on the list and would not be hired. It's a tricky situation, you have to be aware of what is going on in your child's life without making them paranoid and scared to live. "Gift of Fear" is a great book, teach your children to trust their instincts and trust yours!
Valerie Parkhurst July 16, 2012 at 09:58 PM
Gotta be careful of the boyfriends and husbands of the teachers. Last year an after school teacher would have her husband (retired) come and sit with her ..he was molesting the kids behind HER back..
Andrea Shinsato July 21, 2012 at 12:20 AM
and another one has taken up residence in the Capri as of July 20th! http://criminaljustice.state.ny.us/SomsSUBDirectory/offenderDetails.jsp?offenderid=34293 This offense involves a victim under the age of 13. I wonder how many offenders (mostly victimizing children) Nassau County can cram into one motel?
Valerie Parkhurst July 21, 2012 at 12:49 PM
There is no blanket rate of recidivism ..groups like Shana's love to throw out the "low rate of recidivism" when in fact stats are based on the individual researchers protocol..but you can bank its no where near what the RSOL groups like to pass off.. The REAL RECIDIVISM STUDIES 1) One approach is to extrapolate a true crime rate from victimization surveys and compare that with reported crime, typically finding that roughly 90% of sex crimes go unreported. Some put the estimate even higher.. 2)One of the main problems with recidivism studies is that all studies measure it differently and define it differently," 3)One long-term study of sex offenders from Canada measured recidivism seven ways. The highest rate, 88.3%, included prior, undetected sexual offenses "confessed" by first-time convicts. 4)But Ohio Northern University criminologist Keith Durkin points to anonymous surveys in which sex offenders "admit to as many undetected offenses as the number for which they have been caught". He views 50% as a "conservative" estimate for recidivism. 5)Young, violent offenders who suffer from mental illness, use alcohol or drugs and target very young victims "outside their family" pose the biggest risk. kinda blows that 1994 RSOL 5% BS right out the window Uh?
